how to get key with no url?

I want to build a custom client windows application

since its not a website- it has no url

but I must provide a url when I ask for a key.

how can I get a key with no url?

The idea it was the url to the site that hosts your web app or
downloadable client, but it is not mandatory, you can provide any url and
use the key as you desire.
